一项由美俄双方共同执行的秘密行动，成功地逮捕了哈萨克共和国独裁领袖芮狄，此时，越战英雄出身的美国总统吉姆·马歇尔在参加俄罗斯总统的国宴时，于莫斯科发表了一个“绝不宽容”的强硬演说，自此向全球的恐怖主义者宣战。在美国总统演说的同时，一群俄罗斯恐怖分子（加里·奥德曼饰）佯装的电视新闻小组，则趁机潜入美国总统的座机“空军一号”。
在内部人员的接应下，恐怖分子在确定第一家庭全部登机，飞机起飞后，挟持了空军一号。混乱之中，第一夫人及其女儿与机上乘客，包括国家安全顾问、外交部长等重要官员全都被捉为人质，只有美国总统在安全人员的安排下，准备搭乘空军一号的安全 设备逃生舱离开。恐怖分子虽气愤找不到总统，却也向美国当局提出交换条件，立即释放恶名昭著的独裁领袖芮狄，否则每半个小时枪决一名人质.
副总统领导的美国政府立刻陷入两难的局面，因为释放芮狄无疑是向恐怖分子低头，同时也违背马歇尔总统所发表的“绝不宽容”演说，并造成更多无辜人民的牺牲，但若不释放，机上人质性命难保，将对美国政府造成极大的伤害。正无计可施之际，竟接到藏身在空军一号的总统命令，绝不向恐怖分子妥协低头。孤立无援的总统凭着对空军一号各种精密设施的熟悉，独自搏斗疯狂的恐怖分子。但是，为了保护自己的家人与名誉，这个曾经获得荣誉勋章的美国总统，能否实现绝不宽容的诺言，进而拯救世界命运呢？
本片是近来好莱坞”总统电影热”的继续，但是，与”影子阴谋””绝对权力”和”白宫谋杀案”等片截然不同的是，此番由哈里森福特扮演的美国总统不再是丑闻的中心，而是披上一件英雄的金色铠甲，他临危不乱，英勇善战，看起来比去年比尔普尔曼在”独立日”中饰演的总统更加威风凛凛。难怪现任美国总统比尔克林顿会连看两遍这部影片，并且只对”空军一号”没那么先进提出了一点疑问，而对总统这一人物的真实性却避而不谈。本片也是德国籍导演沃尔夫冈彼得逊继1993年的”火线追击”之后再度触及白宫题材的影片。

毕业后，曾在艾奥瓦州电台任体育节目播音员五年。1937年进入好莱坞华纳兄弟电影公司开始影视演员的生涯。第二次世界大战期间应征入伍，在美国空军服役。退伍后重返好莱坞，在此后20多年的时间里，他曾先后在50部影片中担任角色。1947年至1952年和1959年至1960年先后两次任电影演员协会主席。1949年当选为电影业委员会主席。
里根早年参加民主党。1962年，他改投共和党，并在政坛崭露头角。1966年至1974年连任两届加利福尼亚州州长。1968年和1976年两次争取共和党总统候选人的提名，但均未成功。1969年被选为共和党州长协会主席。
1980年11月，里根再度竞选总统获胜，当选为美国第49届总统，并于1981年1月20日宣誓就职。1984年11月，他竞选连任成功，当选为美国第50届总统，1989年1月，他结束总统任期。任职期间，里根对内积极推行经济复兴计划，主张缩减政府规模和权力，减少税收，降低通货膨胀率和削减社会福利。在国际问题上，他提出战略防御计划，对苏联采取强硬政策。里根与苏联领导人戈尔巴乔夫先后举行4次首脑会谈和会晤，并于1987年12月8日签署了彻底销毁和禁止两国中程导弹条约。
里根卸任后，美国政府为表彰他在任期内所作出的贡献，于1993年授予他总统自由勋章。1994年11月5日，里根通过电视向公众宣布，他患了老年痴呆症，并从此淡出美国政坛。2002年5月16日，美国国会授予他金质奖章。2004年2月6日，美国加利福尼亚州决定将里根的生日定为“里根日”。
